Dear Congresswoman,
As you are well aware, of course, energy resources are
of tremendous concern to anyone interested in a solid economic
structure, or the welfare of the planet's ecosystem. Because of
your personal interest with these issues, perhaps you would like
to consider efforts toward achieving those ends.
On April 29, 1998 I wrote to you concerning my attendance
at the CNES-Hearings in D.C. on February 19, 1998. In that letter
I requested your assistance in getting the DoE to answer two questions:
(1) Has the DoE fully investigated "Zero Point Technology"
(ZPE [zero point energy]), and, if so, where are the results of
this investigation available? (2) If the DoE has not fully debunked
the ZPE why has no comprehensive examination of ZPE been concluded?
DoE's response was finally sent to me on May 12, 1998 (copy
attached). As you can see from the attached material, "Department
of Energy scientists and others, (Dr. Hal Puthoff of the Institute
for Advanced Studies, in Austin, Texas) have investigated zero
point energy sciences and are still in the stage of demonstrating
scientific feasibility. Thus far, results clearly show that there
is a net residual energy even at the zero absolute temperature,
under vacuum conditions
. Presently, scientific feasibility
studies are in the beginning stages and the development of a technology
for energy production from ZPE may be decades away."
Certainly, at the current level of funding for development,
as DoE indicates, "production from ZPE may be decades away."
On the other hand, with adequate funding, ZPE could arrive much
sooner. Dr. Brian O'Leary (http://flybyte.com/oleary.html) suggests
that funding on the order of $108 million per year would sustain
a "crash program analogous to the Manhattan Project"
which could quickly evaluate, understand, test, and optimize the
performance of the many experimental devices produced so far in
this area.
An event intended to focus public attention
on the issue of ZPE, cluster charge technologies, electro-magnetic
transmutation of nuclear waste and other "infinite energy"
sources is planned for the Mall on October 24, 1998. Your participation
as a keynote speaker in this event would be very helpful. If you
would like information concerning these issues and technologies,
please let me know and I will get them to you without delay.
