PROPOSITION ONE

Proposition One is an initiative that calls for economic conversion through nuclear disarmament. It would achieve this goal by amending the Constitutions of the United States and the Commonwealth of Independent States, to outlaw nuclear weapons and mandate that the governments of these countries promote policies intended to achieve global nuclear disarmament and an end to war.

One immediate result of these policies will be the redirection of enormous resources toward meeting human needs, restore the environment, house the homeless, make adequate health care, food, education, and job opportunities available to all.

Proposition One won an election in Washington, D.C. on Sept. 14,1993 as Initiative 37. As a result, D.C.'s Congresswoman, Eleanor Holmes Norton, proposed legislation with similar goals in the U.S. House of Representatives in 1994. In May 1995, Ms. Norton re-introduced the bill, as H.R. 1647, the "Nuclear Disarmament and Economic Conversion Act."

In 1994, eight Representatives signed on to the proposed law: Hilliard of Alabama, Tucker of California, Lewis and McKinny of Georgia, Wynn of Maryland, Oberstar and Minge of Minnesota, and Rangel of New York. PROPOSITION ONE

1. DISABLE AND DISMANTLE ALL NUCLEAR WARHEADS BY THE YEAR 2000 AND REFRAIN FROM REPLACING THEM WITH ANY WEAPONS OF MASS DESTRUCTION AT ANY TIME;

2. ENTER INTO A VIGOROUS GOOD-FAITH EFFORT TO ELIMINATE WAR, ARMED CONFLICT, AND ALL MILITARY OPERATIONS;

3. ACTIVELY PROMOTE POLICIES INTENDED TO INDUCE ALL NATIONS ON EARTH TO JOIN IN THESE COMMITMENTS FOR PEACE ON EARTH, AND

4. USE RECENT LEVELS OF NUCLEAR WEAPONS PROGRAM RESOURCES TO:
(a) CONVERT ALL NUCLEAR WEAPONS INDUSTRY EMPLOYEES, PROCESSES, PLANTS, AND PROGRAMS SMOOTHLY INTO CONSTRUCTIVE, ECOLOGICALLY BENEFICIAL PEACETIME INDUSTRIES DURING THE THREE YEARS FOLLOWING THE RATIFICATION OF THIS AMENDMENT, AND

(b) REDIRECT THOSE RESOURCES INTO HUMAN NEEDS SUCH AS HOUSING, HEALTH CARE, EDUCATION, AGRICULTURE, AND ENVIRONMENTAL RESTORATION.
