About House Bill HR-2545

If you look at the legislative history of HR-2545 (106th Congress, 1999-2000), you'll find that this idea has been introduced four times into the House of Representatives by DC's Delegate Eleanor Holmes Norton. In 1994-1998, as HR-3750, HR-1647 and HR-827, it gained eight co-sponsors. Yet still, after six years, it languishes in the House International Relations and Armed Services committees. We think this is undemocratic. Please, actively lobby Congress and the U.N.
