Affidavit of Tanya Robinson

I, Tanya Robinson, hereby affirm under penalty of perjury that the following is true and accurate to the best of my knowledge and recollection:

1. I am a resident of and registered to vote in the District of Columbia.

2.I registered to vote in the District of Columbia in August 1983, and have since continuously maintained my voter registration in the District of Columbia.

3.In August 1983, my principle residence was 2705 13th N.E.. In or around September, 1995 I moved my principal residence to my family’s home at 1250 Owens Place, N.E., Washington, D.C.

4.Since 1995, I have continuously maintained my principle residence at 1250 Owens Place, N.E.. Throughout that entire period my voter's registration number has remained 00R083457

5.For personal reasons, in December 1997, I temporarily moved my residence at 1000 7th Street NW, the Mt. Vernon Women’s Shelter.

6.Because the right to vote is very precious to me, and intending to protect my precious right, on December 30, 1997 I advised the D.C. Board of Elections and Ethics to change my "resident address" to the Women's Shelter at 1000 7th St. NW.

7.On December 30, 1997, on the same form, I also advised the Board that I still received mail at 1250 Owens Place, Washington, D.C.

8.In exercising my precious right to vote I collected signatures on a petition to qualify Initiative Measure 59 for the D.C. ballot in 1998.

9.Assuming the D.C. Board of Elections and Ethics to be the authoritative source concerning qualified registered D.C. voters, prior to executing my "Circulator’s Affidavit," I verified my registration address by consulting the Official D.C. Board of Elections and Ethics list of qualified registered D.C. voters.

10.According to the list of registered voters provided by the D.C. Board of Elections and Ethics -- labeled "current" as of January 13, 1998 -- my residence address was listed at my family’s home at 1250 Owen Place, N.E., Washington, D.C.

11.Consequently, on the "Circulator’s Affidavit" attached to the many Initiative 59 petitions which I collected, I identified my address as "1250 Owens Place, N.E."

12.Notwithstanding my own verification (supra, para. 10), because I knew that I had filed a change of address form with the Board of Elections and Ethics, and to insure that my right to vote was protected, on at least one of my "Circulator’s Affidavits" I indicated that my address was "1250 Owens Place, N.E." OR "1000 7th Street NW."

13. I have been informed that the Board of Elections and Ethics has "set aside" all of the Initiative 59 petitions which I collected, purported that the "Circulator’s Petitions" do not contain the address at which I am registered.

14. The address I gave on my Circulator’s Petitions, 1250 Owens Place, N.E., is the address of my primary residence where I have been registered to vote since 1995; and the address where I continue to receive mail and maintain as my primary resident while I temporarily have moved into the Women's Shelter; and the address listed on the Board of Elections registry that I consulted prior to executing my Circulator’s Petitions.

15. I protest the decision to "set aside" my petitions, because that decision renders my efforts for democracy a waste of time, which disenfranchises not only myself, but also all of the qualified registered D.C. voters who signed my petition.
