In September, 1995 the Forest Service criminalized the previously "constitutionally protected" Rainbow gatherings with a final regulation, requiring permits for groups more than 75 individuals. In practice Rainbows began to learn that a permit did not prohibit enforcement officials from interpreting its terms and/or enforcing local laws however they saw fit in their efforts to disperse rebels..
