At the NFS meeting Chief Robertson invited the Legaliaison delegation members to submit a list of their names and addresses, he promised that the agency would keep those people on the list informed of agency action concerning development of the regulation.

Thomas was slightly disappointed that some people weren't willing to have their names included on the list. Because he believed that the Group Use Permit presented a serious threat to freedom of thought and expression, Thomas volunteered his name and address.
