STIPULATION FOR PERMANENT INJUNCTION
AS TO SHERIFF DEFENDANTS

Plaintiffs SCOTT ADDISON, DOUGLAS O'BRIEN, and ARJAY SUTTON (hereinafter referred to as "Plaintiffs") and Defendants GEORGE E. KNUPP, JR., in his official capacity as Sheriff of Lake County, Florida, and HORACE E. DEAN, JR., in his official capacity as Sheriff of Marion County, Florida (hereinafter referred to as "SHERIFFS"), stipulate and agree to the entry of the following permanent injunction:

1. Defendants SHERIFFS are permanently enjoined from establishing or participating in roadblock "safety checks" and related law enforcement activities which target participants at Rainbow gatherings in the Ocala National Forest. This injunction does not limit Defendants SHERIFFS in conducting proper law enforcement activities to ensure that the possession or operation of motorized vehicles ona Forest Service road is not in violation of the laws of the United States or the State of Florida.

2. Defendants SHERIFFS are further enjoined from making any motor vehiclestops and/or searches for criminal purposes without individualized exigentcircumstances or other proper and articulable individualized suspicion or probable cause, as the United States Constitution so requires.

3. Plaintiffs and Defendant SHERIFFS enter into this Stipulation for the purposes of settlement and Defendant SHERIFFS do not admit liability for the actions alleged in the Complaint.

4. Plaintiffs and Defendant SHERIFFS further stipulate that this Injunction shall constitute a final order as to these parties, and that all other issues between these parties have been amicably resolved.
