Letter to Scott Addison 5/11/95
DEPARTMENT OF AGRICULTURE
OFFICE OF THE SECRETARY
Washington, D.C. 20250
Mr. Scott C. Addison
P.O. Box 27217
Washington, D.C. 20038
Dear Mr. Addison,
Thank you for your April 12, 1995, letter concerning the
pending rule
governing noncommercial group use of National Forest System (NFS)
lands.
The Forest Service has a statutory obligation to manage the
occupancy and use on NFS lands and to protect forest resources.
The
proposed new rule will reinstate the long-standing principle that
a
permit is required for noncommercial group use of NFS lands. The
final
rule provides due process safeguards as established by First
Amendment
case law. The proposed rule has been forwarded to the Office of
Management and Budget for review and clearance.
Thank you again for writing. If I can be of further
assistance,
please do not hesitate to contact me.
Best personal regards.
Sincerely,
James R. Lyons
Under Secretary
Natural Resources and Environment
