Fifteen people were arrested outside the White House Tuesday after protesting U.S. military action against Iraq and the U.N. sanctions imposed on the Persian Gulf country.

CBS News White House Correspondent Mark Knoller reports most of the arrests were for vandalism and failure to keep moving.

Uniformed Secret Service and U.S. Park Police cleared the area in front of the White House on Pennsylvania Avenue after some demonstrators spilled what appeared to be blood along the fence line and sidewalk. The demonstrators said the red liquid was dye.

Hazardous materials specialists were called in to examine the susbstance, Knoller reports, and they determined that it was not a chemical or biological hazard.

Carrying a sign that said, "The Rubble of Baghdad," the demonstrators lay on the sidewalk outside the White House among bricks and small pieces of wood.

Other demonstrators stood nearby and chanted "Iraqi children are dying, lift the sanctions now."
