* be based on the twelve fuse principles (on back )
* be available in all 5O states
* allow states to the the money follow the individual
* be adequately funded so people have REAL choices

* PAS are overwhelmingly preferred by
people regardless of age and / or disability;
* PAS gives people REAL choices in long term services;
* PAS allow people to remain independent in the community;
* PAS are overall more cost‑effective than institutionalization;
* PAS are the best investment of taxpayer dollars.

CASA is based on twelve principles:
* Maximum control of the consumer to select, manage
and control their attendant services,
* Community‑based, not institutional
* Eligibility based on functional need regardless of
age and / or disability
* Services available in‑home and of her
locations ,
* Services avaliable 24 hours a day, 7 days a week ,
* Back‑up and emergency services must be
available ,
* Program must allow for co‑pay/cost sharing'
for people with higher incomes,
* Delivery of service must include options for vouchers, direct cash payment ,
individual provider model, as well as a consumer directed agency model,
* Health-related tasks can be assigned, delegated to
or done by unlicensed personal attendants,
* Voluntary training should be available for
consumers,
* Personal attendants should receive a livable wage and benefits, and
* Attendant services should be based on an agreed
upon a individualized service plan
