I'm sure you'll be pleased to learn that the charges for all the arrests that I suffered during the war have now been dropped. Which means that I wasn't doing anything wrong. Which means, as far as I can see. that the police must have been doing something wrong. I'm also enclosing a photocopy reduction of a Resolution that the D.C. Cirty Council recently passed, becuase I think you enjoy these sort of things. The picture of Concepcion is from the Berlitz travel guide. I think this might qualify her as an institution. Also Things have been improving with our efforts here, and I would have been exceptionally happy if you could have come down to see us. Box 27217 Washington, D.C. 20038 July 20, 1991 Dear Michael: Following our phone conversation of last Saturday. We here view Proposition ONe as an evolutionary concept. The enclosed package of position papers and fact sheets reflect the early thinking of this Committee as the concept began to mature. Personally, it has been wonderful to have watched this idea take form, gradually developing, distancing itself from the individuals who introduced it into the world, and taking on a life of its own. Maybe this idea seems so exciting because it is seen as reporesenting a real potential for government by principles and ideals as opposed to government by personalities and idols. Of course, in order for the idea to succeed it will have to take on a very broad life of its own, by living in thed minds and actions of a whole lot of people. Because the idea is not yet fully evolved it "fact sheets" are not yet written in stone. From our conversationin I perceive in you the quick, thoughtful mind on which the evolution of Proposition One must rely for is ulitimate success.
