WHY YOU SHOULD VOTE AGAINST REFERENDUM 005

A vote against Referendum 005 is a vote to reform the emergency shelter program.

A vote for 005 is a vote to continue the failed and chaotic homeless programs and policies of the past six years under Initiative 17.

A vote against Referendum 005 will establish a reasonable, responsible shelter program that goes to the root causes of homelessness—drug and alcohol abuse, mental illness, and the lack of job skills.

A vote for 005 is a vote to make shelter on demand an absolute right for everyone (resident and nonresident), for an unlimited time, without any enforceable rules, regulations, or restrictions.

A vote against 005 will stop the blank check that takes funds away from human and social service programs for senior citizens, AIDs counseling, neighborhood health care centers, and day care.

A vote for 005 will continue the control courts and federal judges have over our shelter program.

A vote against Referendum 005 will not throw homeless people on the streets. It will require the District to notify communities before opening any new emergency overnight shelter.

Vote against Referendum 005 if you want a reasonable, responsible, and compassionate shelter program that is fiscally sound and if you think the shelter program should deal with the root causes of homelessness.

WHO's AGAINST 005?

More than one-fourth of this city's residents—some 176,200 people—are dependent upon one or more social service programs funded by the D.C. government. The government that will take office in January will need the freedom to rein in spending and increase efficiency in matching limited resources to these seemingly limitless needs. If the District ever hopes to get a handle on its homelessness problem, it must begin by forcing individuals to take some responsibility for their own futures. Voters ought to reinforce that wisdom by voting No on Referendum 005. The Washington Times
