Although your unsolicited gift will come in handy -- e.g. we wouldn't have been able to buy a postage stamp without it -- I really don't think that fund-raising would be at all appropriate for what we are trying to do. As I have the impression that you and I have been over and over the issue of money, I don't think that I'll take this opportunity to rehash the issue...maybe some other time. Just let me say that, in my opinion, the answer to our problems is in learning to work together. As the media informs us that the START Treaty will allow both sides to increase their nuclear arsenals by 15%, we recall that the native Americans are still trying to figure out how to get the white man to honor his treaties, and the need for a workable alternative to non-workable treaties becomes more apparent. We notice some politicians think we need a constitutional amendments to protect the flag from burning. Unfortunately, we hear little meaningful discussion of the moral -- not to mention economic -- benefits which might accrue to joint constitutional amendments to protect the world from burning. We see Proposition One as bi-national law -- a first step toward universal understanding to surmount the ancient, primitive method of mistrust through treaties. Bi-national law would make the leaders and agencies of both nations legally answerable to their own citizens via their own constitution. On March 26, 1990 two representatives of Peace Park began circulating Proposition One to Soviet lawmakers and grassroots (independent) peace activists in Moscow. Although they didn't know a soul upon their arrival, they are being warmly received, have already discussed Proposition One on Radio Moscow, and will be appearing on Soviet T.V. in the near future. The Soviet Constitution provides for nationwide popular elections on questions of broad public interest. Lately, for example, U.S. press have reported planned nationwide referenda on the question of Lithuanian independence. The United States Constitution, unfortunately, does not have a similar nationwide apparatus. Thus, we are attempting what may be a unique approach to broad-based democratic action in the United States. This is the only method that we have been able to conceive which would permit the American people to vote on the question of whether they want to continue to live under the threat of nuclear war. Enclosed is a proposed draft of an INITIATIVE petition, for the State of Michigan. This draft might not be perfectly efficient in every respect. Hopefully, by working together, we can bring all things to perfection. We are currently constructing a data base which, as it becomes more complete, will encompass all the correct information relating to the laws of each individual state. We can use any available information on legal requirements, historical background, or problems related to the INITIATIVE process. We believe that Proposition One should take on a life of its own, a life which takes its breath from the concerted efforts of many individuals working together. We hope the concept of Proposition One appeals to you, and that you will work with us to usher in the kingdom of heaven on earth by helping to build a law of love.
