     Enclosed is are copies of Technocracy Information Briefs,
numbers 29, 64, and USSR Technology Update.  These items were given
to me by John Waring, who, according to my good friend Robert
Dorrough, is the foremost living authority on the subject of
Technocracy. 

     I gave Mr. Waring a copy of your article in the January, 1990
FAS Public Interest Report, and he was very favorably impressed by
what you had to day.  He asked me to forward the USSR Technology
Update.

     Also enclosed is a copy of a letter that I sent to Frank Von
Hippel.
