IMPALING AT WHITE HOUSE

A man who allegedly cut the throat of a live duck, then impaled it on an iron spike of the White House fence yesterday was arrested by the Secret Service and charged with cruelty to animals.

A Secret Service spokesman identified the man as Christopher E. Jackson, 33, who had no identification and gave no address. Jackson was taken into custody about 4:20 p.m. A Secret Service officer removed the animal from the fence.
