Washington, D.C. 20001 May 22, 1989 Dear Sir: At about 5:00 PM, on May 19, 1989 near the intersection of 20th and I Streets N.W. I was assualted, kicked in the testicles, and knocked unconscious by, I believe, Metropolitan police Officer Dennis L. Hilligas. At the time I had $200.00 cash, a shoulder bag and a plastic bag containing clothes and personal possessions. No charges were filed against me. I did not regain consciousness until almost 10:00 PM, when I found myself in D.C. General Hospital. When I was released at 6:00 AM on May 20, 1989 I requested my money and possessions from the hospital staff. I was informed that the police officer who had brought me to the hospital had custody of my possessions. A hospital social worker telephoned the police department and gave me the name and phone number of Officer Hilligas. On May 22, 1989 I went to the First District police headquarters. I was informed that Officer Hilligas was not available, but he was contacted by phone and said that he had left my property at the hospital. I returned to D.C. General where I spoke with various employees, all of whom claimed that the hospital was not in possession of my property. It should be obvious that I suffered mental and physical abuse as a result of Officer Hilligas' unwarranted actions. I am physically sick, I lost my job, and the money which Officer Hilligas took from me was all that I had. I would appreciate it if this money is returned to me as soon as possible.
