Before addressing the specifics of your letter, let me just say that no apology was necessary for calling me by someone else's name. It is enough if you appreciate the fact that we all make mistakes. Primarily, as would regard Executive Order 12291, I am concerned with the procedure by which a particular regulation (36 CFR 7.96(x), initially codified under 36 CFR 50.19(e)(11)(12)) was promulgated (on April 6, 1986), rather than "how regulations are implemented in a particular case." Specifically I am complaining that in 36 CFR 7.96(x) the Department of Interior intentionally, with careful planning, and even malice, promulgated an unnecessary regulation which was intended to abridge the Constitutional protections of the First Amendment. Your correspondence has been helpful in focusing what may have seemed a scattered complaint. For your information the Department of Interior has not yet made contact on this matter.
