Dear President Reagan: For many years now we have been communicating and teaching in the public park before your house. As you should know, our purpose has been to promote the philosophy of Peace through Cooperation. In the course of our efforts to express our opinions we have been repeatedly arrested, intimidated, assaulted, and have suffered numerous injustices at the hands of various police officials. This is not the first time we have attempted to bring this matter to your attention. In the past we have been ignored. All the same we continue to hope for a change of heart in the White House. On November 10, 1986 Thomas was again assaulted by a Park Police official, Lt. Irwin, who was stealing two signs which Thomas was attending. One of those two signs announced the number of days (44) which our friend Dr. Charles Hyder had been fasting for world peace and nuclear disarmament. (See enclosure.) In June of 1982 you told the British Parliament: "Although nuclear weapons may mean, if not the end of mankind, at least the end of civilization as we know it... they are necessary in order to protect against mindless bureaucracy and totalitarian police state tactics which combine to stifle individual freedom and personal excellence." On behalf of individual freedom and personal excellence we once again request that, in your supervisory capacity as Chief of the administrative branch of Government, you initiate an investigation into our allegations that the Department of Interior, the U.S. Park Police, et. al., have engaged in a combination of mindless bureaucracy and totalitarian police state tactics against ourselves and others similarly situated. We would suggest that your investigation begin with the malicious abuse of process which, we feel, is readily apparent in the incident with Lt. Irwin. Really, Mr. President, this sort of thing simply cannot occur in free, civilized, and decent societies. We request that you inform us as to the results of the investigation, and stand ready to provide any further details which your office may require.
