If you look at the legislative history of HR-827 (105th Congress, 1997-98), you'll find that this idea has been introduced three times into the House of Representatives by DC's Delegate Eleanor Holmes Norton. In 1994-1996, as HR-3750 and HR-1647, it gained eight co-sponsors. Yet still, after four years, it languishes in the House International Relations and National Security committees. We think this is undemocratic. Please, actively lobby Congress and the U.N.
