In 1985, an odd fellow blew into the park, along with handtruck-loads of construction materials and trash retrieved from nearby dumpsters. He seemed charming at first, but the longer he stayed, the more cluttered the park became, not only with junk, but also with unsavory characters who were seen defecating, urinating, and swigging alcohol, all under the seemingly uncaring eyes of the Park Police. Bill Hale's "demonstration" was one of the main justifications given for the new regulations published in 1985, effective in 1986.
