INTRODUCTION

The Proposition One Committee of Washington D.C. would like to introduce you to an idea whose time has come: A plan for "Global Nuclear Disarmament and Economic Conversion." Proposition One is a voter initiative, where a percentage of registered voters (usually 5%) sign a legal petition to place an issue on the ballot.

Proposition One is bi-national. The two nations with the largest nuclear arsenals, the US and USSR, both have initiative procedures. This issue will be placed on the 1992 general election ballot. Our aim is to bring nuclear arms to the presidential year election agenda in a manner which can not be ignored.

Our research has shown that the only way to ultimately rid the world of nuclear weapons is to simultaneously amend the constitutions of all the nuclear powers to "disable and dismantle all nuclear warheads by the year 2000 and refrain from replacing them with any weapons of mass destruction at any time." The founders of Proposition One have already begun the process in the nation's capital. Our procedure will be completed in April, more than 18 months before the 1992 general election. We will then turn all our attention to the national level of this agenda. We have compiled a wealth of data on the subject, including all state laws pertaining to the initiative procedures. All your state will need-to begin the petitioning drive is two individuals, one to act as "proposer" and one to act as "treasurer," to fill in their names and submit the documents to your Secretary of State's Office. Initial filing documents tailored to your own state's particular laws-have been prepared.

Proposition One is well on its way in the Soviet Union. The non-nuclear movement in the Soviet Union enjoys a substantial majority sentiment. In Moscow, people have stood in lines to sign the Proposition One petition. The last time Robert Dorrough was in Moscow as an emissary for Proposition One, the Proposition received wide television, radio, and press coverage. All seven Deputies of the Supreme Soviet he was able to meet with signed the petition and agreed to support the idea.

We believe that, when all the facts are assembled and a careful analysis of those facts is made, most individuals would agree with our assessment. We believe only the people can or | ever would begin the process of nuclear disarmament. The politicians can't or won't do it without our insistence. |

PETITION TO THE CONGRESS OF THE USA
AND TO THE SUPREME SOVIET OF THE USSR

We, human beings threatened with nuclear genocide, HEREBY call upon the Congresses of the USA and the USSR to pass loins resolutions to amend their constitutions and codify the following commitment to:

(1) DISABLE AND DISMANTLE ALL NUCLEAR WARHEADS BY THE YEAR 2000 AND REFRAIN FROM REPLACING THEM WITH ANY WEAPONS OF MASS DESTRUCTION AT ANY TIME;

(2) ENTER INTO A VIGOROUS GOOD FAITH EFFORT TO ELIMINATE WAR, ARMED CONFLICT, AND ALL MILITARY OPERATIONS;

(3) ACTIVELY PROMOTE POLICIES INTENDED TO INDUCE ALL NATIONS ON EARTH TO JOIN IN THESE COMMITMENTS FOR PEACE ON EARTH; AND

(4) USE RECENT LEVELS OF NUCLEAR WEAPONS PROGRAM RESOURCES TO

(a) CONVERT ALL WEAPONS INDUSTRY EMPLOYEES, PROCESSES, PLANTS, AND PROGRAMS SMOOTHLY INTO CONSTRUCTIVE, ECOLOGICALLY BENEFICIAL PEACETIME INDUSTRIES DURING THE THREE YEARS FOLLOWING THE RATIFICATION OF THIS AMENDMENT, AND

(b) REDIRECT THOSE RESOURCES INTO HUMAN NEEDS SUCH AS HOUSING, HEALTH CARE, EDUCATION, AGRICULTURE AND ENVIRONMENTAL RESTORATION.

The US amendment shall become effective as soon as the Soviet Union ratifies a comparable amendment.

We, the undersigned, being qualified registered voters in the District of Columbia, request that the District of Columbia Board of Elections and Ethics hold an election, as prescribed by law, on Initiative Measure No. 32, "The Nuclear Disarmament and Peace Promotion Constitutional Amendment Proposal Act of 1991", the Summary Statement for which appears below:

SHORT TITLE

"The Nuclear Disarmament and Peace Promotion Constitutional Amendment Proposal Act of 1991"

SUMMARY STATEMENT

This Initiative requires the Mayor to notify the District's Congressional delegate, in writing, that a majority of District rams request that the Delegate propose a Constitutional amendment directing the U.S. government to:

Abolish all nuclear warheads by the year 2000

Enter Amendment a good faith effort to eliminate war, armed conflict, and military operations

Actively promote international peace and nuclear disarmament

Convert weapons industries into constructive, ecologically beneficial peacetime industries and redirect those resources to meet human needs, including housing, healthcare, agriculture, and education.

The Constitutional amendment would become effective upon ratification of a comparable provision by the Soviet Union.
