The interest of securing meaningful access to this honorable Court would justify granting petitioner an extension to ensure sufficient time to accomplish the research and clerical operations necessary to prepare as competent a Petition for Writ of Certiorari as petitioner's limited abilities will allow,

There is no apparent reason to suggest that the requested extension will prejudice or inconvenience respondents in any manner.

WHEREFORE, petitioner prays the Court will extend the time in which a Petition for a Writ of Certiorari may be filed for an addtitional sixty days, up to and including February 25, 1990
