Appellant, William Thomas, hereby moves for leave to file a response to Federal Appellees' Reply to Appellant's Opposition to Federal Appellees' Motion for Summary Affirmance ("Reply"), filed December 4 , 1991.

Appellant proffers that a response to appellees' Reply is appropriate because appellees' Reply contains material inaccuracies, and inherent contradictions which might only serve to confuse the issues of an already complex case, thus lmpeding the course of justice and requiring further clarification.
