APPELLANT'S MOTION FOR LEAVE TO EXCEED PAGE LIMITS

Appellant William Thomas hereby moves this Court for leave to file an Opposition to Federal Appellees' Motion for Summary Affirmance which may exceed the page limits.

Essentially, appellant believes, this case case turns on two questions, 1) whether appellant has proffered "specific factual allegations" in support of his 42 USC 1985(3) claim (District court Order, May 24, 1991, pg. 18, and 2) whether the District Court awarded appellants or appellee the benefit of doubt in weighting the truth of the respective allegations and rebuttals.

Owing to the long duration and numerous factual incidents involved in this matter, and appellant's limited legal expertise, he has been unable to encapsulate his specific factual allegations, and reservations as to the District Court's judgment in fewer than 27 pages. Haines v. Kerner, 404 U.S. 519 (1972).

Wherefore, appellant hereby moves for leave to file an Opposition to the Federal Appellees' Motion for Summary Affirmance which might exceed the established page limits.
