I, Robert Dorrough, declare under penalty of perjury that the following is accurate and correct to the best of my knowledge:

1. On March 29, 1987, at approximately 1:30 PM, I asked U.S. Park Police officer Doerrler why he had given Ellen Thomas a camping ticket, and how she could have complied so that she would not be in violation of the regulation.

2. "Bedding material." He said, and walked away.
