ORDER

On December 17, 1986 the plaintiff filed a motion to be provided with a copy of the proceedings of the November 14, 1986 involving a hearing and oral argument on the defendants' motions for summary judgment before the United States Magistrate, pursuant to an Order of Reference from the Court (Oberdorfer, J.) under 28 U. S. C. § 636(b). On November 21, 1986 he also filed a motion for the production of the transcript. He seeks an expedited production of the transcript so that he can have meaningful access to the court. No oppositions have been filed to his motions.

Upon further review of the statutory basis for furnishing Mr. William Thomas a copy of the summary judgment hearing transcript and a review of the court file, and concluding that he has demonstrated a special need therefor, it is now hereby this 13th day of January, 1987

ORDERED that plaintiff's motion be and is hereby GRANTED
