The United States Attorney informs the Court that:
COUNT ONE

On or about October 10, 1984, within the District of Columbia, WILLIAM THOMAS, also known as WILLIAM THOMAS HALLENBACK, did unlawfully climb a tree in Lafayette Park, a park area administered by the National Capitol Parks, National Park Service, U.S. Department of the Interior, without being specifically authorized by a competent authority.

(Violation of Title 36 C.F.R., Sections 50.10(a), 50.5)

COUNT TWO

On or about October 1O, 1984, within the District of Columbia, WILLIAM THOMAS, also known as WILLIAM THOMAS HALLENBACK, did hitch, tie, fasten, anchor and otherwise attach a rope, and other article and device to a tree in Lafayette Park, a park area administered by the National Capitol Parks, National Park Service, U.S. Department of the Interior, without obtaining an official permit. (Violation of Title 36 C.F.R., Sections 50.10(c) and 50.5)
