Dear Mr. and Mrs. Thomas:

Thank you for your letter concerning a request for Presidential pardon for Mr. Sunrise Harmony. The President considers matters of executive clemency to fall within Department of Justice jurisdiction. Formal application for pardon Must first be made through the Department of Justice to the Pardon Attorney. The Pardon Attorney can then determine the applicant's eligibility for pardon based upon individual circumstances and forward his recommendation to the President.

After checking with the Pardon Attorney's office, we found that no application for pardon was on file for Mr. Harmony. It is suggested that you contact the Pardon Attorney at the following address: David Stephenson, Pardon Attorney, Room 490, 5500 Friendship Boulevard, Chevy Chase, Maryland 20815. If appropriate, the necessary forms can then be forwarded to you from that office. Once it has been received you can be assured that Mr. Harmony's application will be given every consideration by the Pardon Attorney and, in turn, by the White House.
