FEDERAL DEFENDANTS' NOTICE OF FILING

This case involves plaintiff's challenge to the action by the Secretary of the Treasury on May 19, 1995, ordering the Director of the United States Secret Service to restrict access to portions of certain streets around the White House complex to general public vehicular traffic in order to enhance security and fulfill his statutory mandate to protect the President and the First Family, the White House complex, visitors to the White House Complex and workers.

On July 24, 1995, the National Park Service, at the request of the United States Secret Service, closed portions of Lafayette Park from today, July 25, 1995, beginning at 12:00 a.m., through approximately 5:00 p.m. on July 28, 1995. The closure is necessary in order to protect the President of South Korea, who is here for the dedication of the Korean War Veterans Memorial. See Attachment A (Notice to the Public). In light of the fact that plaintiff is currently maintaining a presence in the Park, defendants consider it appropriate to notify the Court of this action, notwithstanding its limited time period and the fact that

1

the portion of the Park in which plaintiff is maintaining his presence is not affected by this action.

Respectfully submitted,
